Russell Beckman is a retired Kenosha, WI, PD detective. During the tragic Michael Bell Jr shooting incident, Beckman became disillusioned with his department's handling of the situation. He retired and decided to work with the Bell family as they sought justice. Because of Bell's and Beckman's efforts many states no longer allow the involved agency to investigate their own police involved shootings.

Because of his efforts, the Kenosha PD, the state of Wisconsin and many other states across the nation no longer allow their investigations to be run internally.
