By advocating for a nationwide abortion ban during the 15th week of pregnancy on Tuesday, Senator Lindsey Graham gave the Biden administration a news cycle diversion away from inflation. Graham's proposal is meant to be a countermeasure to Democratic legislation that, in his words, "would essentially permit abortion up to the time of birth." While making exceptions for cases of rape, incest, and pregnancies that endanger the health of the mother, it outlaws abortions beyond 15 weeks. All fine and good, but the law is guaranteed to cause rifts among Republican senators, some of whom fervently hold the view that abortion, while unquestionably a morally significant problem, is a matter for the states under the constitution.
