According to the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) report on China's approach to 5G networks, Major General Wang Kebin, who headed the People's Liberation Army (PLA) Informatization Department, informatization has three phases: 'digitalization', 'networkization', and 'intelligentization'. Early efforts in reforming the PLA focused on digital and network modernization. After witnessing United States military activities during the 1991 Gulf War, PLA strategists began to consider how the integration of information technology could lead to military superiority, referencing the use of command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR).
