  • Using EM in Post Conflict Stabilization
    This week we are talking to Kyle King about rebuilding nations after war. In today’s world we are not short of human caused disasters, war, terrorist attacks, and more. Kyle is using the skills of emergency management to help rebuild these nations.

    Mr. King is from the United States and has spent over 25 years in the Fire and Emergency Services and international crisis management field. Starting his career in the US Marine Corps, Mr. King then deployed as a civilian in support of US Army Europe operations in Bosnia and tasked with establishing the first DoD Emergency Services certification program for non-US personnel. At the rank of Assistant Chief of Operations and Training, Mr. King transitioned to Afghanistan in 2007 where he supported ongoing coalition operations in prevention and force protection, with an assignment in Bagram and Kabul.In 2009, Mr. King was selected as the “first of its kind” Civil Protection/Crisis Response Advisor hired by NATO to support ongoing security sector reform in Kosovo. Mr. King developed national response capabilities, national exercises, and performance metrics directly contributing to NATO’s declaration of Full Operational Capacity for the Kosovo Security Force in 2013. Appointed as the Policy and Plans Chief, a senior civilian post in the organization, Mr. King also served as the Deputy Chief of Staff. From 2013 to 2016 Mr. King designed, developed, and directed NATO’s new effort in capacity building, education, and training in Kosovo. In 2017, Mr. King formed Capacity Building International in order to support organizations and partners with the implementation of international development programs. Mr. King is certified as a Chief Fire Officer within the US Department of Defense, with a Masters of Arts in Diplomacy from Norwich University and a Bachelor’s of Science in Business/Public Administration. Mr. King has received numerous awards and recognitions, most recently the NATO Meritorious Service Medal for Civilian Staff for his work in building NATO’s capacity building and education platform for Kosovo.

    James A. DeMeo, M.S. has over 27 years in the security industry and is considered a subject matter expert in Event Security by several leading international and domestic magazines; Security Magazine, Security Management Magazine, and Pan Stadia. Mr. DeMeo earned his M.S. degree in Sport Management from Adelphi University in 2012. He was part of the AEG Leadership Team which opened the Barclays Center in 2012 (Brooklyn, New York). Mr. DeMeo participated as an integral compon-ent of a research team including esteemed professors for a poster project presented at the North American Society for Sport Management Conference (NASSM, June 4th, 2016, Orlando, FL) entitled, Professional Sport Security and Marketing Interface: A Delphi Study, Assessing the Influence of Sport Security Operations on the Guest Experience: Using the Delphi Method to Understand Practitioner Perspectives, later published in The Journal of Sport Safety (The University of Southern Mississippi). He has delivered presentations at several national conferences and has spoken at numerous colleges and universities throughout the U.S. on sport security operations. Mr. DeMeo is the Founder, President, and CEO of USESC (Unified Sports and Entertainment Security Consulting, LLC). His company is based in Raleigh, North Carolina. On September 1, 2017, Mr. DeMeo was recognized and honored by Security Magazine as one of The Most Influential People in Security, 2017. Past award recipients have included top corporate CSO s, CISO s as well as individuals such as Senator Joseph Lieberman, Representative Michael Rogers, Judge William Webster, FBI Director Robert Mueller, and INTERPOL Security General Ronald Noble.

    Desiree (Desi) Matel-Anderson the first and former Chief Innovation Advisor at FEMA, she led the first innovation team down to Hurricane Sandy to provide real-time problem solving in disaster response and recovery. During her tenure she ran think tanks nation-wide to cultivate innovation in communities, the event trended globally on social media during the broadcasts. She has deployed teams into several disasters including, the Boston Marathon Bombings assisting at the scene with social media analysis and Moore, Oklahoma tornadoes for continued mobile registration and coding solutions. She has also deployed teams into the Oso, Washington Mudslides to fly drones and 3D print topography maps for Incident Command and the Nepal earthquakes to collaborate with Nepali women leaders in relief efforts, including the rebuilding of schools and empowerment trainings. In 2015, she led a team to Lebanon to support the Syrian Refugee Crisis launching an artificial intelligent robot for psychosocial services and built a survivor-to-survivor guide for the McMurray Wildfires in Canada. In 2016, her team provided public health gaming to the Miami-Dade Public School System to educate on the outbreak of the Zika virus. Last year, she deployed a team to Rockport, Texas during Hurricane Harvey to design a system for efficient donations management serving over a thousand survivors daily along with kick starting a mobile medical unit and a smart sheltering system. Recently, the team responded to the wildfires in Paradise, California problem-solving challenges with responders, citizens and survivors for safe, responsible and resourced re-entry into the town. Desi and the team continue to work with communities’ worldwide.
    Desi began her emergency management experience by volunteering in Northern Illinois University’s Office of Emergency Planning followed by working with the Southeast Wisconsin Urban Area Security Initiative, and the City of Milwaukee Homeland Security and Emergency Management Office. In addition to her regional emergency management duties, she worked as an Emergency Management Accreditation Program Assessor, which included assessing the City of Boston’s emergency management services prior to the tragic Boston Marathon bombings. Desi lectures on innovation at Harvard, Yale, Berkeley and various universities. She serves as a consultant on innovation for agencies and governments, nationally and internationally, including her advisor role to the European emergency management consortium in UNESCO’s I-REACT team.
    Desi attended the National Preparedness Leadership Institute at Harvard’s Kennedy School of Government and School of Public Health in 2011, advised on Harvard’s Executive Education on National Preparedness Leadership Institute Advisory Board in 2013 and obtained a Juris Doctorate from Northern Illinois University in 2009. When Desi is not deployed in a disaster, she enjoys the fresh mountain air in Utah with her dogs and family.

  • When does Response End and Recovery Begin
    This week we are talking to Dr. David McEntire one of the thought leaders in the field of emergency management education. David not only is actively teaching emergency management, he was part of the team that laid the groundwork for what emergency management curriculum is today.

    David A. McEntire
    Dr. McEntire is the Dean of the College of Health and Public Service at Utah Valley University in Orem, Utah. He is responsible for the oversight of numerous undergraduate and graduate courses/programs in the areas of dental hygiene, nursing, public and community health and respiratory therapy. He also works with other important programs including aviation (professional pilot and aviation management), criminal justice, forensic science/investigation, emergency services, homeland security, national security and public service.

    Prior to his arrival at UVU, Dr. McEntire was a professor in the Emergency Administration and Planning Program (EADP) at the University of North Texas. During his tenure at UNT, he served as the Coordinator for the undergraduate and PhD programs, as the Associate Dean in the College of Public Affairs and Community Service, and as the Director of Summer Session for the university.

    Dr. McEntire’s academic interests include emergency management theory, international disasters, community preparedness, response coordination, and vulnerability reduction. He has received several grants—funded by the Natural Hazards Center, the National Science Foundation, and other sources—that allowed him to conduct research in Peru, the Dominican Republic, Texas, New York, California, and Haiti.

    Dr. McEntire is the author or editor of several books including Disaster Response and Recovery (Wiley), Introduction to Homeland Security (Wiley), Disciplines, Disasters and Emergency Management (Charles C. Thomas), and Comparative Emergency Management (FEMA). He has published more than 100 articles and his research has appeared in Public Administration Review, the Australian Journal of Emergency Management, Disasters, the International Journal of Mass Emergencies and Disasters, Journal of Emergency Management, Journal of the Environment and Sustainable Development, Sustainable Communities Review, International Journal of Emergency Management, Towson Journal of International Affairs, Journal of the American Society of Professional Emergency Planners, and the Journal of International and Public Affairs. His articles in Disaster Prevention and Management received Highly Commended and Outstanding Paper awards.

    Dr. McEntire completed an instructor guide on disaster response operations for the Federal Emergency Management Agency (FEMA). He has also published chapters in the Handbook of Disaster Research (Springer), the Handbook of Disaster Management (CRC Press), Emergency Management: Principles and Practices for Local Government (ICMA), Critical Issues in Homeland Security (Westview Press), Handbook of Emergency Response (CRC Press), Preparedness and Response for Catastrophic Events (CRC Press), and Critical Issues in Disaster Science and Management (FEMA).

    Dr. McEntire received grants to conduct terrorism-response training for FEMA in Arkansas and Oklahoma. He was a contributing author for a study of Texas Homeland Security Preparedness for the Century Foundation as well as three IQ reports for the International City/County Management Association. McEntire has presented papers internationally (in Hungary, Mexico, and Norway), at the National Science Foundation, at the National Academy of Sciences, at the Disaster Research Center, at the Natural Hazards Center, and at the Higher Education Conference at FEMA’s Emergency Management Institute in Emmitsburg, Maryland.

    McEntire is a former member of Congressman Burgess’ Homeland Security Advisory Board, FEMA Region VI Advisory Board, ICMA’s Advisory Board, and the Fire Protection Publications Advisory Board. He has reviewed books for several publishers and is on the editorial staff for the Journal of Emergency Management.

    Dr. McEntire attended the Graduate School of International Studies at the University of Denver. While pursuing his degree, he worked for the International and Emergency Services Departments at the American Red Cross.

    In 2010, Dr. McEntire was recognized as the Dr. B. Wayne Blanchard Award Recipient for Academic Excellence in Emergency Management Higher Education. He was given the Scholarship of Teaching and Learning Award (provided by School of Public Administration at the University of Central Florida) at the 2018 FEMA Higher Education Conference.

    Kelly McKinney has had a leadership role in every major disaster in New York City for more than fifteen years, from the aftermath of the 9/11 attacks to the present day.
    As Deputy Commissioner at the New York City Office of Emergency Management, he assembled a Task Force of hundreds, led by the FDNY and the National Guard, to knock on thousands of doors across the coastal areas devastated by the storm.
    He rebuilt the city's disaster planning program, including the Coastal Storm Plan, about which the New York Post said "Planning makes perfect”.
    As Chief Disaster Officer for the American Red Cross he rushed to the aid of children and families affected by disaster, most notably the March 2014 Con Edison gas explosion on 125th Street in Harlem.
    He is the founding principal of Emergency Management Americas, a 501c3 nonprofit with a mission to advance the profession and practice of emergency management.
    He is a professional engineer with a bachelor’s degree in mechanical engineering from the University of Kansas and a master’s degree in public administration from Columbia University in the City of New York.
    Currently, he is the Senior Director of Emergency Management and Enterprise Resilience at NYU Langone Health, a world-class academic medical center based in New York City

    Steven Kuhr is Manager of Emergency Management and Continuity at Colorado Springs Utilities. Steven leads an award-winning Emergency Management team responsible for a Comprehensive Crisis Management program which integrates the practices and principles of Emergency Management, Homeland Security, and Operational Continuity for four utility services - Electric, Natural Gas, Water, and Wastewater - for the City of Colorado Springs and communities across the Pikes Peak Region. Steven serves on the board of directors of InfraGard-Denver, he is a founding executive member of the Colorado Critical Infrastructure Alliance, and is an adjunct professor with the College of Security Studies at Colorado Technical University. Steven has a Master of Science in Homeland Security Management from Long Island University and a Bachelor of Science in Emergency Management Administration from the State University of New York.

    Joseph Porcelli currently serves as a Public Agency Lead and “Professional Neighbor” for Nextdoor. In this role, Joseph focuses on providing engagement strategies to aid government partners utilizing Nextdoor’s free government interface to build stronger, safer, and more resilient communities. Some of Joseph’s most notable partnerships successes are with the Chicago Fire Department, NYC Office of Emergency Management, and the White House’s 21st Century Community Policing Data Initiative.
    Before joining Nextdoor, Joseph established the Community Engagement consulting practice at GovDelivery which created Community.FEMA.gov, served as the nation's first Community Engagement Strategist for the Department of Homeland Security, and worked in the Neighborhood Watch Unit of the Boston Police Department.
    Joseph believes the well-being of society depends on the diversity and the strength of bonds we make with our neighbors. His experience neighboring has shown him that our neighborhoods are strongest and neighbors are happiest when we are connected, in communication, and in service to each other.
    In his free time, Joseph experiments with ways neighbors can be of service to each other and he shares the stories of his neighboring adventures on the Nextdoor blog and his twitter account @JosephPorcelli.
    Major media publications such as Business Week and National Public Radio have featured Joseph's work as a great neighbor, and he has been a panelist at gatherings such as the Ford Hall Forum and CEO's for Cities.

    David Buchanan
    David Buchanan is the Executive Director of Public Safety Advocacy (PSA) for the First Responder Network Authority. Dave leads the PSA Division, including planning and execution of all engagements, consultation and outreach to local, state, Tribal and Federal public safety personnel and entities.
    Dave started at FirstNet in 2013 as the Director of Consultation. He was amongst the first ten employees hired and designed and executed the state consultation program, resulting in 56 states and territories opting-in to FirstNet in 2017.
    Dave has more than 25 years of Executive and Legislative branch experience, with an expertise in communications, strategic planning, program management, public affairs and public advocacy campaigns, and a focus on stakeholder collaboration and relationships.
    In particular, Dave has extensive contact and experience with public safety agencies and executives at the federal, state, local and tribal level. Since 1997, have lead programs, initiatives, and activities that are focused on supporting public safety and improving public safety communications.
    Prior to FirstNet, served as Deputy Director, Chief of Staff, and External Affairs Officer for the Office of Community Oriented Policing Services at DOJ, working to support the nation’s 18,000 state, local and tribal law enforcement agencies. Dave started his career on Capitol Hill, working for nearly 10 years for two members of Congress, serving as legislative director and director of two campaigns. Led effort to create the Congressional Law Enforcement Caucus and served as its first staff director.
    Aislynn Cannon Turner
    Aislynn Turner is a Senior Public Safety Advisor at the FirstNet Responder Network Authority. She began working in emergency management with the Los Angeles Emergency Management Department in 2011, where she wrote disaster plans and helped support ESF #2 (Communications) and planning operations. She continued this work with a homeland security consulting firm, Constant and Associates, until moving to Atlanta in early 2014, when she began working for Georgia Emergency Management Agency (GEMA) as their FirstNet Program Manager, just in time for Snowmageddon 2014. Since then, Aislynn has developed a passion for connecting responders through broadband communications and is excited about bringing FirstNet to public safety. She has an MPA from USC and a BA in Public Policy from Duke University.
