Emfuleni Local Municipality's financial woes have reached a boiling point, with municipal workers facing delayed salary payments for September. The crisis began when Eskom attached four of the municipality's bank accounts to recover an estimated R8 billion in unpaid electricity supply fees. The measure by Eskom has left the municipality struggling to cover its operational costs, including employee salaries.
