Eli was the priest that was supposed to serve God and guide the people, but we can see that he doesn't fulfill his duties well. This causes significant trouble for Israel, but God still wants to show His presence to the people and chooses Samuel to take the mantle from Eli and his wicked sons. We can see a strong similarity between Samuel and Moses, which shows God's special favor is upon Samuel and there will be a new era coming for Israel.
