When a tragedy occurs during a mission, Secretary of State, Ross puts forward the Sokovia accords that will hold the Avengers under the orders of UN. Steve and Tony are in a disagreement that is likely to split the team. Meanwhile, Bucky is framed for a terrorist attack at the UN headquarters complicating matters further. Loyalties split the Avengers as both sides fight for what they believe is the right thing. Oh….  and Black Panther and Spider-Man make an appearance.
