There is talk that the Secret Service may get a budget increase after their failure to protect Donald Trump in Pennsylvania. It might seem like the goal of agencies is to do a good job, but that view is mostly wrong. There might be some naive employee who is a true believer and wants to do a good job, but they are prevented by everyone else who is in the know. I try to compare the private and the public sector and why failure is rewarded in state agencies.
