Elizabeth Bathory according to Guiness Book Of World Records holds the title of most people murdered at 650 + victims.  This is heavily debated as the crimes were from 1590-1610.  All the information we have on these cases are from some writings and a ton of folklore.

She was known for torture of young female peasants and closer to 1610 girls of distinguished families.
