Historical factors and policy decisions currently divides Sacramento. Pushing neighborhoods apart and creating vastly different access to resources and economic opportunities. A combination of race covenants*, mortgage redlining, urban renewal and REALTOR gate-keeping is to blame.

From North Highlands all the way down to Meadowview is a pattern of poverty, concentrations of minority populations, and lack of public investment. Going east to west you see patterns of prosperity, opportunity, better education and public infrastructure.

This is not by accident. You can measure any social ill by these lines -- who dropped out of high school, where your gang activity is, who doesn't have health insurance, where your subprime lending is, where your foreclosures are highest, and even who gets the flu.
