In the 1930's in the Cleveland Ohio area an unidentified serial killer was at large.  During the Depression era in the Kingsbury Run shanty town known for bars and brothels, there were 12 torso's found in a three year span.  

Eliot Ness who is famed for bringing down Al Capone was brought on board to solve the case, it was never offically solved.  There have been some rumblings that the torso killer may have also been the killer of the Black Dahlia.
