The new YouTube Monetization Policy is great news for smaller channels since the criteria are getting lowered. 

To clarify, and I apologize for failing to mention this in the video, but the monetization tools that channels will gain access to earlier are: Super Chat, Super Thanks, Super Stickers, memberships, and YouTube Shopping. You won’t need to reapply to YouTube partner program to start earning from revenue sharing through ads once you reach existing eligibility criteria.
