The European Union’s Digital Operational Resilience Act, which comes into force in January 2025, addresses a key issue in EU financial regulation. DORA means financial institutions must follow rules for protection, detection, containment, recovery and repair capabilities against ICT-related incidents. Previously most institutions managed the main categories of operational risk with the allocation of capital, but did not manage all components of operational resilience.
