Real estate investors rushed to buy flooded houses after Hurricane Harvey, buying many for dimes on the dollar and turning neighborhoods into rental enclaves. A few months ago, Chronicle investigative reporters David Hunn and Matt Dempsey set out to find out how many investors were out there, who they were and where they were buying.
