The Tardis lands in London during the last of the Frost Fairs on the Thames. The Doctor and Bill dress for the occasion and start exploring the Fair. They are generally enjoying themselves until a boy steals the Sonic Screwdriver. They chase him across the ice when suddenly he is pulled under by circling green lights. 

The Doctor and Bill rush to find out what the lights are and how to stop them. As the mystery leads them across London, they begin to realize that it might not be a creature in the river that’s the monster.
