Nick: Hello guys, last episode, we learntabout ICSCC, today we will discuss about the new policy on sport aircraft pilot.CAAC has streamlined the process to obtain the license. It’s much easier tobecome a sport aircraft pilot now.
Claire: How much easier?
Nick: Simply put, no knowledge exam and nomedical certificate.
Claire: You sound very excited. Noknowledge exam. This could be a controversial topic for some people. What doyou think?
Nick: Really, I couldn’t believe it when Ifirst heard of it. I thought it was fake news until I saw the officialdocument.
(Claire: fake news. That is really thecatch phrase these days. Thank you Trump. )
Claire: I think it is wonderful and opendoors to more people to welcome them to this aviation fun.
Nick: How we Chinese excel in exams (thereputation) are how much we hate exams.
Claire: no exam doesn’t mean you don’t haveto know the flight principle and stuff. It is just a streamlined to make iteasy to get your flight training done.
Nick: Moreover, you don’t need to find acertified flight school to get trained. You only need to find a flightinstructor and download an app called E-license. Your instructor will help youregister a student pilot certificate, and all your training hours will berecorded in the E-license.
Claire: That sounds handy. Right, rememberlast time, I interviewed Mr. Zeng Ming for the e-license system.
Nick: Our country is taking the lead indigitalizing things.
Claire: Sure, and what about the flighthour requirements?
Nick: At a minimum, you'll need to complete30 hours of flight time in a primary category aircraft. Fifteen of those hoursmust be with an instructor and at least 5 will be solo flight hours. Don't holdyourself to these numbers- they are minimum hours, and most people take alittle longer to learn how to land the aircraft and to be comfortable withflying in general.
Claire: Agree, we should set higherstandards for ourselves. student pilot must take 2 hours of cross-countryflight training and 3 hours of night flight.
Nick: But low altitude airspace is not soopen in China. As I know, GA aircraft cannot make cross-country flight withoutapproval and all the GA flying activities should stop before sunset.
Claire: One step at a time. We need preparefor a brighter future. Be ready at any time. When the chance visits you, seize ittightly.
Nick: So for the sport aircraft pilotlicense, flight instructor is the key. If you're not sure where to find them,ask around at your local GA airport. If you don’t know about the local GAairport, ask us haha. And your instructor is important, so find a good one.Claire, if I don’t like my instructor after being trained, can I change one?The flight experience in my logbook is still valid right?
Claire: Of course. If you end up with aninstructor that you don't genuinely like, you reserve the right to find a newone.
Nick: That’s good.
Claire: When your last instructor approvesthat you are qualified to be a sport aircraft pilot based on your overallperformance, you just apply for the license in your E-license app. There yougo, if your instructor says so, you are a licensed sport aircraft pilot.
Nick: That’s it?
Claire: That’s it!
Nick: Ok, here is the million-dollarquestion. How much does it cost?
Claire: Around 95,000 RMB for the sport aircraftpilot license.
Nick: That’s as the half of the cost ofPPL. I mean, if you want to learn how to fly Cessna, it takes 165,000 RMB.

从2019年1月1日起,民航规章61部R5正式生效,有关运动类飞行执照资质的新规定振奋人心。如果申请人有汽车驾驶执照,则不再需要航空体检。运动飞机和自转旋翼机也不再进行理论考试和实践考试了。过去学飞行要去驾校,也就是民航局批准的机构,现在有所改变,只要找到教员即可,机构不再是必要条件。找到教员后,教员会在自己的手机上操作一下,帮学员注册;学员下载云执照,即可登录飞行记录本,然后就可以学飞行了,不需要去任何部门办理手续!
飞行训练要求的最小小时数,以初级类航空器为例,是30小时,包括至少15小时的带飞训练和5小时的单飞训练。教员带飞必须包含不少于2小时的转场飞行训练和3小时的夜间飞行训练。虽然中国低空空域目前不够开放,通航的私人和娱乐飞行仍局限在本场,夜航目前也是不允许的,但是这些训练十分有必要,为未来空域的开放做好准备!
最后,教员觉得行,单飞时间攒够,就可以在APP申请执照了。符合条件的,很快会在APP收到运动执照,所有流程结束。
因此,找到合适的教员特别重要。可以在所在城市的通航机场咨询了解教员情况,如果不知道通航机场的相关信息,可以访问中国AOPA官网查询。有人会问,如果我中途换了教员,之前教员带飞的飞行时间还算数吗?当然算数,当你在云执照上注册之后,你的所有飞行经历都会记录在上面。
现在学一个运动类执照大约需要9.5万人民币,而在中国学一个私人飞行驾驶照(PPL),飞塞斯纳的话,需要16.5万元,相比之下,运动类飞行执照性价比还是比较高的。当然,我们提供的价格仅供参考,具体价格根据不同的航校和训练的不同的机型而定。
