Marc Dutroux is a horrific Belgian kidnapper, child abuser, rapist, and serial killer. Many of his crimes were committed while he was on probation for similar crimes. This case brings up many questions about the Belgian justice system as well as whether or not a high profile pedophile ring exists in Belgium.
