It is very, very possible that your problem with HIRING is actually NOT HIRING!!  If you skip this one, you will continue to be baffled not only how come it is so difficult for you to hire effectively.  It  also explains the company that can’t seem to get past one or two employees.  THIS IS AN IMPORTANT ONE!!
