Oregon was the only state to enter the union with a constitutional band against African-Americans owning property or living in their community.
Throughout the 20th century portland had less than 2000 black residence.
Within the span of four years the black population in Portland Oregon area exploded!
At the end of World War II President Henry J Kaiser built a mass boat operation in Portland. Recruiting not only blacks but white folks as well from the south.
During the war years the African-American population in Portland grew to as large as 25,000.
In 1943 the city of Van port which is a small town that was once located in between Vancouver Washington and Portland Oregon was a country‘s largest public housing development.
After the war the attitude of the political parties (mayor Riley & The council) change significantly. They wanted van poor gone immediately. They started tearing down and demolishing the neighborhood apartment building by apartment building.
Memorial day 1948 is when the drastic sudden change occurred. The city that was known as Van port was completely underwater within 45 minutes. The water had cascading the area upwards to 15 feet high. Folks of the neighborhood were literally running for their lives up Denver Avenue to escape the flood. The town had lost about 13 people and everything they have worked hard for.
The tragic and horrible destruction of Van port birth a new community. Thousands of a van poor evacuees merged into a new area of town which we called today Albina Ave!
