How do you respond to being thirsty? It's one thing to be "hangry"- angry over not eating- we saw that last week in Exodus 16. And we did see thirst already in Exodus 15. The people grumbled in both cases. Now thirst comes back and the people not only grumble, but they take it up a notch and quarrel with Moses.
