The EU foreign ministers are meeting in Luxembourg today, their first chance to respond as a group to the weekend's events in Russia. The countries agreed to an additional $3.8 billion in aid and support to Ukraine. They also assessed their military deployments, with Germany saying it will dispatch 4,000 soldiers to Lithuania to strengthen the eastern flank of NATO.
