Paul has shown that neither Jews nor Gentiles can achieve righteousness through their own efforts. In the process, he removes the main ways we downplay our sin or overstate our righteousness. In today’s passage, Paul takes the last step: showing that every individual is by nature under the power of sin.
Paul is deep into his argument that no one is righteous enough for God. He has shown that not having God’s law does not get someone off the hook. He has shown that being a part of the Jewish people does not get someone off the hook. Paul continues his argument by showing that God is still faithful and righteous.

Paul established in chapter 1 that our idolatry deserves God's wrath. Chapter 2 opens by building on that theme. God will impartially judge every person for their unrighteousness.
The Point: Cultural religion does not save from God's impartial judgment.
