If the enemy cant stop the work from the outside, he will join the work. Even though God's people were being attack from the outside, the work continued to move forward. But the work came to a stop the minute the people started battling with each other. Nehemiah hears the cries of the people and he leads the people to repentance, justice, and restoration.
