There is a body of language that no one owns, the Constitution, the Bill of Rights, the speeches of Douglass and Lincoln. It is called the public domain, and the civic texts are there by design, because a text that governs the people cannot coherently be anyone's private property. A commons is itself a small working model of a republic.
