We sometimes see the real animal like nature come out in men, that display beast like characteristics, also some governments act as a beast. In different places in the Bible, the writer associates the persons vicious or ferocious acts to those of beast. It is true In Isaiah, these are probably literal animals but the symbolism most likely is dual in nature.
