Whatever size department you're at, big, small, or smack in the middle, that ship can turn the right direction.  Send this anonymously to a Chief, Assistant Chief, Colonel, Major, Captain, LT or Sergeant that doesn't trust their people.  Complains about their people.  Doesn't even like or respect their subordinates.  

Let's start turning the Titanic today.
