An accomplished urban planner and economic developer with 22 years of planning and economic development experience, Richard has worked at the city, county, and regional level. His previous assignments include having served as the executive director of the Downtown Frederick Partnership, Program Manager of Comprehensive Planning for Loudoun County, Virginia, Senior Regional Planner for the Appalachian Council of Governments, and on the staff of US Representative James McClure Clarke (11th NC). Mr. Griffin holds degrees from Western Carolina University and Clemson University. Each November and December, they contract with the city to provide carriage rides through the streets, rotating the shifts between their four Percheron draft horses and two Belgian draft mules.This year, though, he’s been bewildered by a new presence downtown: a group of animal rights activists who say they want the carriage rides shut down.
