How Do Urban Legends Get Made?

Do the stories we tell to scare ourselves during campouts and slumber parties actually have any truth to it?

The creators of our favorite Urban Legends may have wanted to keep children from acting out, or staying away from certain areas without supervision.

Somehow we took those stories, and twisted the details enough that they seem realistic enough to be true. Because they always start with a friend or a relative saw it happen.
