In June 2012 the Charity Commission rejected this application on the basis the doctrines and practices of the PBCC as practiced by the Trust did not meet the test for public benefit as set out in charity law. This resulted in a hearing being scheduled in the First Tier Tribunal so the courts could decide if the PBCC practices and doctrines met the legal threshold for charitable status. That hearing never went ahead.

Regulators are there to give guidance about change and this is what the PBCC assured the Commission they were willing to undertake in order to retain their charitable status. The formal agreement for change happened in 2014.
