In his annual State of the State address on Tuesday night, Governor Gavin Newsom laid out a plan to help Californian's deal with high gas prices.  But it sounds like more of a goal than a plan.  KCBS politics reporter Doug Sovern joins Matt Pitman discussing how much help could be on the way and when you might see it.
