When does faithful oversight become ownership?

A governing body may begin by asking appropriate questions about a ministry proposal: Does it align with the church’s Calling? Are the resources available? Have the risks been considered? How will the board know what is happening?

The conversation changes when leaders begin rewriting the program, choosing its methods, assigning responsibilities, and taking back decisions entrusted to pastors, staff members, committees, or ministry teams.

It is not the first deficit budget the church has seen. The congregation approved deficits the past couple of years, and each time leaders had reasons. There were reserves. There were timing issues. There were building repairs that could not wait. There was hope that giving would recover.
