"Bold and necessary" is how a 30-year health veteran is describing the government's shake-up.
Dr Lester Levy has chaired New Zealand's biggest DHBs, headed up a private hospital and is the current chair of the Health Research Council and the Crown Monitor appointed to oversee the troubled Canterbury DHB.
He says if the reforms are implemented properly, the new system should be a success, but not everyone will like it.
