Opening the panel, ‘Protecting the Crown Jewel of the Caribbean: Cuba’s Marine Ecosystems,’ Roman outlined Gitmo's future, the U.S. embargo's chilling effect on Cuban scientists, and development pressure from rising tourism and investment.
