In the 1980s the Atlantic Richfield Oil Co (ARCO) Hired Bernard J Eastlund to help figure out a way to use 33 trillion cubic feet of natural gas for a proposed government project.  Eastund came up with several patents, for a device that could theoretically generate enough power that it could be used to take out incoming soviet missiles and destroy enemy communications, creating a potential shield over above the US.  In those days, the Strategic Defense Initiative (Star Wars) was getting a great deal of push back because of its cost but this device could do the same for far less.
Eastlund was eventually let go from his consultant position because his ideas were seen as to “far out there”. Coincidentally, also in In January 1989 the USAF had bought 4,500 acres of land in Gakona Alaska to build what it called an over the horizon back scatter radar (OTHBSR) to watch for signs of missile launches from Russia. Though Eastlund no longer was working for the Co, they still owned his patents and in 1992 APTI a division of ARCO, won the Pentagon contract to build HAARP.  They denied that the Eastlund patents had anything to do with HAARP.
While HAARP was being constructed rumors began to circulate about its true purpose, an ultimate weapon capable of things out of science fiction.  Some claimed it would be used to do everything from mind control, death rays, creating earthquakes and to its most famous claim, alter the weather but was there any truth to any of these claims?  You might be surprised.   After more than three decades we look back on HAARP and the conspiracy theories that still surround it in this episode of Wild and Weird Radio.
