It's Aerofighters 2! (Sonic Wings 2), on LINUX of all things. Yeah I have this old ass rom from the early 2000s and I finally got around to fixing MAME on my system.
Aerofighters 2 is a pretty classic scrolling shooter. What the japanese neo-geo box art refers to as a "REAL SHOOTER".
The game consists of classic shoot-em-up elements combined with bullet hell, which was VERY common in the arcade at the time. What sets this game apart is how competent it is compared to most offerings at the time. The game is visually stunning (especially in 1994), has great music, and more importantly is fairly easy to learn to play.
Arcade games in general are, when well made, master classes in how to balance difficulty and accessibility. The first level of Aerofighters 2 is very easy and I have no doubt it wouldn't take more than about 50 cents in 1994 for most players to get to the first boss. The last level I probably burned about 3 dollars worth of quarters on 1 boss fight.
