Mount Sinai represents the Old Covenant, the Law, and is characterized by terror and judgment, for no one will be counted as righteous by works of the law. Mount Zion represents the New Covenant and grace, and is characterized by joy and confident access to God. This is made possible only by Christ and His blood.
