Kayley Harris speaks to CEO of Australian Council of Social Services Cassandra Goldie about the federal budget's impact on the poorest.  Goldie believes the budget does "too little and unfair" for people struggling already. She believes rather than one off payments there needs to be ongoing payments for people.
