The algorithm makes use of conditional subtraction, where if the of the result of the subtraction is not negative then output the result of that subtraction, else if the result of the subtraction is negative then output the number otherwise being subtracted from and ignore the number that would be the one that is subtracted from the other number.

This kind of binary division is involved in computer science, and is easy to implement in logic diagrams.
