Pourtant, la Convention des droits de l'enfant (CDE) impose aux états signataires la possibilité aux enfants de garder contact avec leurs parents. En Suisse, le RD 1365 du 17 août 2020 et le PNR 76 de mai 2024 dénoncent les maltraitances aux enfants et aux familles.
