Improving Health Service Delivery in Uganda: A Multistakeholder Approach

As several nations race to attain Universal HealthCoverage and the Millennium Development Goals related to health, stakeholders have begun exploring innovative ways of accelerating improvements in healthcare service delivery. One of those countries is Uganda, where a multistakeholder coalition--the Medicines Transparency Alliance (MeTA, Uganda)--has been working tirelessly to push key reforms.

In 2013, as part of its broad work program, MeTA,Uganda undertook a study examining: (i) client satisfaction with health services delivery; (ii) medicine availability at the facility level; and (iii) the extent of citizen empowerment in advocating improved health service delivery. The main objective of the study was to establish the factors influencing client satisfaction with health services, particularly medicines, in public health facilities in Uganda. The study covered 10 districts, 202 health facilities, and more than 3,000 patients as well as nearly 500 frontline service delivery personnel and policy level staff. The study also leveraged the use ofinnovative ICT platforms—mTrac and U-report --to gather data from both citizens and service providers (view related BLOG).

In February 2014, MeTA launched its final report ,revealing interesting findings that underscore the need for targeted interventions at all levels--and particularly in citizen empowerment--to drive the attainment of key objectives in the reform agenda. During this webinar,MeTA representatives will discuss how they succeeded in mobilizing both state and non-state actors to gather critical data on health service delivery, how they used that information to build consensus on a way forward, and the lessons learned in working through collaborative partnerships to enhance health service delivery.
