• Measure 22, an anti-corruption initiative drafted to no longer allow lobbyists to give politicians unlimited and undisclosed gifts, was voted on in 2016 and received 51% of votes in favor. In February 2017, state legislators declared a state of emergency to repeal the measure, with then Governor Daugaard saying, "I think it's possible that many voters were either unconcerned or unaware of the degree to which those dollars would be impacting the budget.”
