Secretary of the Interior Ryan Zinke was asked about his plans to reorganize the Department of the Interior at a hearing on Capitol Hill on April 11, 2018.

In an exchange with Rep. Ken Calvert, the Republican chairman of a key House subcommittee, Zinke said he would not impose a national regional model on the Bureau of Indian Affairs without consulting tribes.

"The nations, they're sovereign," Zinke said. "We are beginning consultation, and whether or not they adopt this model is really up to them."

Zinke also explained how the department came up with the 13 regions in the model. Rather than follow state lines, like the current system, he said the were drawn to follow natural formations like watersheds.
