Black infants die at a rate of 10.7 per 1,000 births in the United States. Black babies die at a rate of 11 per 1,000 births in the state of Louisiana, which is where Baby Moxie was born. Louisiana's black infant mortality rate is second in the nation to Mississippi which is leading  with a rate of 12 per 1,000 births.
