What accounts for the growing complexity and unpredictability of our era? What are the cognitive biases and traditional institutional limitations that make it difficult for governments to recognise, prepare for, and confront complex challenges? This first lecture sets out to answer these questions. It also introduces concepts and themes that will be discussed in subsequent lectures.
