I have heard of Think Tanks, but I didn't have any idea what they do and what they are. Fortunately, I bumped into Walter Olson from The Cato Institute (a DC libertarian think tank) while I was wandering around downtown. The good news is that he was willing to teach a total stranger about Think Tanks.
