The Digital Operational Resilience Act (DORA) is a new binding and comprehensive regulatory framework for ICT risk management and digital operational resilience in the EU, which seeks to harmonise the rules, but will fundamentally change the regulatory and compliance landscape for banking and financial services across Europe.

DORA introduces new requirements in multiple areas as part of establishing the wide-ranging digital resiliency framework, from enhanced risk management to testing, reporting, and third-party ICT service provider oversight. Moreover, it requires robust ICT risk management with board-level oversight, enhanced policies, procedures, systems, testing and training.

Coming into force from January 17, 2025, DORA has a broad scope covering a wide range of financial services entities, including banks, investment firms, insurance companies and crypto asset providers. Compliance is mandatory, meaning Irish financial services organisations must implement the new rules by the above date or risk unwanted penalties. Penalties for breaches of DORA can amount to a percentage of annual worldwide turnover. Individuals in senior management could also be subject to penalties.

It may seem like yet another wave of both burdensome requirements in an already heavily regulated industry, but DORA actually presents a valuable opportunity for forward-thinking organisations. In a time of increasing cyber risks, DORA puts raising ICT risk management standards on a clear and consistent legislative footing, which should serve to strengthen IT security and resilience in the European financial services sector - meaning everyone ultimately benefits. Fully realising these benefits and meeting these requirements though needs a holistic technology strategy that weaves resilience into an organisation's fabric - the challenge lies therein.

The impact of DORA on finance organisations

The last number of years have seen an irreversible trend in financial services towards digital adoption and evolution. Online banking, digital payment systems, and remote identity verification have transformed the sector. It's unsurprising, then, that according to European Investment Bank research, 62% of large financial service firms took steps to improve digitalisation in 2022. On the one hand, this evolution is positive, with digital services comes added convenience and intuitiveness that can improve customer experience.

On the other hand, digitalisation opens financial services organisations up to myriad advanced cyberattacks. In fact, SecurityScorecard reports that 78% of Europe's largest financial institutions experienced a third-party breach in the past year. To combat this threat, regulatory bodies in the EU work with organisations to strengthen security- and this is where DORA comes into play.

DORA requires organisations to understand and demonstrate operational resilience in a transparent, measurable way. The specific requirements of the act place emphasis on robust risk management, regular testing and continuous monitoring as crucial components of digital resilience.

Embedding the concepts correctly in the right end-to-end technological platform and matrix should help entities continue to both digitally transform and to continue to expand their increasing suits of digital products, but also do so in a way to pre-emptively satisfy and meet the regulatory protections that need to surround them.

The role of technology in supporting compliance

Successfully boosting operational resilience requires the right technology investments. DORA will require financial institutions and in-scope companies to be able to demonstrate, among others:

A centralised framework for enterprise-wide information and communication technology ('ICT') risk management;

The ability to report ICT incidents in accordance with prescribed timelines;

Next generation delivery management software company Scurri, has officially launched its new state of the art European headquarters. The Wexford born multi-million euro platform has opened a brand new operational base for over 100 workers with plans to recruit for 40 new roles across Sales, Marketing, Support and Engineering over the next 24 months. The new state of the art headquarters designed by Wexford architect Dermot Troy, is based around enhancing team collaboration. Its unique design features a modern central spine and a cutting edge glass interface which aims to encourage employees to build meaningful connections, while maintaining openness with the wider Wexford community. Other key features include an on-site gym, canteen, rooftop terrace and 'chill and connect' rooms for staff. Surri's central location also ensures employees can walk everywhere as part of the company's wider mission to scale sustainably whilst enabling workers to perform at their best and helping to build those all important social connections.

Another highlight of the new headquarters is its 'Art in the Lobby' initiative, which invites local artists to showcase their creations each month. Scurri is also an avid supporter of the South East tech community, recently sponsoring and hosting the re-launch of the Wexford Tech Meetup.

With a continued focus on innovation, research and development, Scurri also recently launched 'Scurri Track Plus' to cater for an increase in demand for post purchase experience software. Berkeley SkyDeck Europe, Milano has now opened the application for its upcoming acceleration program for European startups. The program was launched by UC Berkeley SkyDeck (the accelerator of the University of California, Berkeley), the Italian innovation hub Cariplo Factory, and the international real estate, infrastructure, and urban regeneration group Lendlease, and and is financially supported by the Cariplo Foundation and the Lombardy Region. SkyDeck Europe, now at its fifth edition, will take place in Berkeley and in SkyDeck's first European headquarters, in Milan, Italy, at the Milano Innovation District (MIND).

Berkeley SkyDeck, Cariplo Factory, and Lendlease will select up to 10 startups that will have the opportunity to enter one of the best accelerators globally and have access to the 6-month acceleration program that will start in early May.

The program's first quarter will be curated by the Berkeley SkyDeck team: startups will have the opportunity to participate both in-person - at Berkeley SkyDeck's USA headquarters - and virtually. Its second quarter will be curated by the Cariplo Factory team and will take place both virtually and in-presence at MIND.

Each startup will be supported by 3 mentors (two from Europe and one from the United States), will have access to an international network of investors, and will be trained on fundamental topics such as go to market, product development and fundraising activities.

The program's second quarter will offer the resources and networks of some of the best Italian Universities, selected through a tender by Cariplo Foundation. The Universities that will take part in the program are: Milan Polytechnic University, University of Milan, IULM Free University of Languages and Communication, University of Eastern Piedmont "Amedeo Avogadro", University of Insubria, University Institute of Higher Studies of Pavia, and University of Bergamo.

Among the benefits of the coming cohort, each startup will receive an investment of €145,000 by the investment fund that is linked to the program and will have the opportunity to present their project to a network of international investors during a Demo Day in October.

This will be the fifth batch for SkyDeck Europe. In over two years, the program has received 2,578 application requests from all over the world and has supported the growth of 36 startups from Argentina, Armenia, France, Germany, Israel, Italy, Mexico, Switzerland, Ukraine, UK, USA. To date, these startups have received 5,2 million euros by the program and over 4 million euros from other investors and grants.

The goal of SkyDeck Europe's acceleration program is to accompany the growth of startups over the years 2022-2024 and to connect them with qualified financial operators that can support them with equity investments. Indeed, SkyDeck Europe, created with the contribution of Lombardy Region and Cariplo Foundation, aims at shaping a strong European ecosystem of innovative companies.

On the one hand, this project's objective is to improve research through the integration of methodologies and best practices, thanks to the collaboration of the University of California, Berkeley. On the other, it aims at strengthening the local ecosystem by pooling the skills of universities and local incubators through a model of widespread collaboration.

For its inaugural 12-week programme, which captured the attention of over 500 applicants, Founders selected 40 exceptional individuals to partner up and embark on an immersive journey to creating global tech startups. The results speak for themselves; eight of these outstanding duos have already secured €100k in pre-seed funding. Kicking off just over three months ago, a highly diverse first cohort reflected over 30% women, 5 different ethnic backgrounds and 20% international participants. Phase 1 included individuals from a wide range of backgrounds, including tech giants Google, Meta, and Stripe, experts from SpaceX and NASA, PHDs in machine learning and data science, and domain experts in energy, healthcare, gaming and sustainability.

Founders is committed to fostering equal opportunities for women and underrepresented minorities, and serving as a catalyst for entrepreneurial success. This entrepreneurship programme offers more than just mentorship from world-class experts; it tackles the daunting hurdles faced in the startup journey, from finding a suitable co-founder to securing that vital first investment needed to thrive. As it forges a vibrant community, Founders goes beyond merely funding startups and talent scouting; it encourages cross-pollination of ideas, challenges conventions, and nurtures a collective hunger for innovation.

Roles like software developers, cybersecurity experts and data scientists are likely to remain as essential roles in the tech industry due to ongoing demand for software, security and data expertise.

Software Developers - These roles are always required to develop new software as technology evolves and new applications and solutions emerge, requiring new updates or developments. This role requires technical knowledge and a lot of creativity, problem-solving, and adaptability as the ever-changing landscape makes this role essential.

Cybersecurity experts - There is much demand for cybersecurity experts and the skills required in network security and encryption, as well as knowledge about cybersecurity threats, constantly changing areas.

Data scientists - Data scientists must be adept in statistics, machine learning, and data analysis tools. Machine learning is where the technology learns from data or inputs over time and creatively refines its decision-making process.

However, as touched on earlier, and as you can see, it is often the skills that these specific roles require, not the roles themselves, that remain in demand as technology is constantly changing. Within these roles, the relevant skills would include programming languages, problem-solving, and understanding of software methodology.

AI and cloud-computing roles

Additionally, AI and cloud computing roles are becoming more crucial as the technology continues to evolve.

Skills for AI often require machine learning, natural language processing and deep learning. It has sophisticated algorithms or neural networks that imitate or mimic a human brain and are used to complete a task. This means deep learning requires large amounts of data and power. An excellent example of deep learning is self-driving or autonomous cars.

AI has been around for a long time but was not always a mainstream topic as it is now. It has always been with us in different forms over the years. Products like Amazon's Alexa are a simple form of AI. As it develops, tech giants compete with each other and work hard to bring out the ultimate AI products. AI will be a truly transformative technology if used and developed correctly, and the foundation of this will be tech professionals with the right skills.

User experience professionals are also in demand, as a quality user experience will be crucial as our technology evolves. Everything has to be easy for users, so a blend of design thinking, principles and empathy for users will ensure that individuals continue to cultivate skill sets suited to a range of jobs.

Well, Dogpatch Labs has set up The 2050 Accelerator Programme, Ireland's national accelerator, set up in partnership with Kerry Group, ESB and Coillte.
