We try to answer these questions by showing that Stephen continues with the prophets declaring the covenant lawsuit against the Israelites. Israel is identified as the people who continue to rebel against the Lord because they are uncircumcised of heart meaning they do not individually have the Holy Spirit in a regenerating sense.
