Dans la newsletter d’aujourd’hui nous avons souhaité vous présenter le travail d’Audrey Albert, artiste mauricienne aux origines chagossiennes. Nous avons eu le privilège de discuter avec elle dans le deuxième épisode de notre podcast. Lors de cet échange, Audrey, basée actuellement à Manchester, aborde différentes problématiques : les questions de multiples identités, de racisme, de discriminations, mais également de mémoire collective et de solidarité, éléments qu’elle a pu explorer au travers de ses travaux artistiques. Pour mieux comprendre le travail que mène Audrey et son impact, nous allons faire un détour historique sur l’archipel des Chagos. En effet, malgré un combat qui dure depuis des décennies, ces îles ne sont revenues que depuis quelques années sur le devant de la scène médiatique. Pourtant, le combat des chagossiens remonte à l’aube de la décolonisation mauricienne.
En effet, l’archipel des Chagos est occupé par les Français dès le 18e siècle. Les premiers habitants de ces îles sont des personnes réduites en esclavage apportés de force de Madagascar, du Mozambique et du Sénégal par les colons français notamment pour cultiver les plantations de noix de coco. Cette mainmise des français ne sera que de courte durée étant donné que le contrôle de Maurice et de l’archipel des Chagos est transféré à l’empire britannique en 1814 à travers le Traité de Paris. Le peuple chagossien continue d’habiter l’archipel pendant deux siècles, et se constitue sa propre langue et culture.
Toutefois, durant les années de décolonisation, dans les années 1960-70, l’empire britannique et les américains s'accordent pour qu’une base militaire soit construite à Diego Garcia, l’île la plus importante de l’archipel. Celui-ci faisait alors partie de Maurice. L’Angleterre crée alors une nouvelle entité : le “Territoire britannique de l’océan indien” séparant effectivement Chagos et Maurice. Ainsi, entre 1965 et 1973, les britanniques expulsent de force l’intégralité des Chagossiens de Diego Garcia, mais également des autres îles comme Peros Banhos. On dénombre environ 1500 chagossien.ne.s déplacées à cette période. Ce déplacement se fait sans consultation de la population Chagossienne. Dans son livre The Last Colony, Philippe Sands précise que “... L’Angleterre a compensé Maurice à hauteur de £ 3 millions pour la perte de souveraineté sur l’archipel chagossien. Ils ont par la suite déboursé £ 650 000 pour financer la réinstallation des personnes “déplacées””. En 1973, âgée d’à peine 20 ans, Madame Liseby Elysé, protagoniste du livre de Sands, a reçu un total de £1300 pendant les dix ans qui ont suivi sa déportation de son île natale. En 1984, elle a ensuite reçu une somme de Rs. 36,900, d’une valeur de £1900 à cette époque. Dès lors, le peuple chagossien est déplacé à Maurice ou aux Seychelles et certains d’entre eux émigrent vers l’Angleterre, dépossédé de leur terre et de leur Histoire. A Maurice, la population chagossienne se retrouve rapidement en proie à une situation socio-économique précaire et à de lourdes discriminations.
De nos jours, cette situation n’a malheureusement pas beaucoup évolué. En effet, un rapport des Nations-Unies, datant de 2021, pointe justement que, même après des générations, les Chagossiens ne sont toujours pas reconnus dans la Constitution mauricienne. A cela s’ajoute une précarité qui les touche de manière disproportionnée. Les Chagossiens souffrent d’un accès limité à l’emploi, aux soins de santé, au logement et au système éducatif. Selon ce même rapport, ils vivent dans les endroits les plus pollués de Maurice où le système de drainage et d'égout est défaillant voire inexistant. Cela va sans dire que la population chagossienne est donc plus susceptible de développer des problèmes de santé. De plus, il existe à Maurice un racisme systémique à l’encontre des personnes d'ascendance africaine qui est notamment dû à l'histoire de l'esclavage et aux classifications ethniques institutionnalisées dans le pays. Selon cette publication onusienne, les chagossiens subissent une double discrimination : celle des personnes afrodescendantes mais également celle liée à leur propre identité et histoire d’exil.
Pour revenir à l’archipel de Chagos, où en est-on aujourd’hui ? Lors des dernières décennies, de nombreuses initiatives, de la population chagossienne exilée, ont vu le jour et ont permis de continuer ce combat. Ce travail a abouti en 2019 à la décision de la Cour Internationale de Justice, réclamant officiellement le départ des Britanniques de ce territoire et la reconnaissance de la souveraineté de Maurice sur Chagos. De plus, en novembre 2022, le premier ministre mauricien a annoncé que des négociations auraient lieu avec Londres, concernant le sort de ces îles et de sa population exilée.
Le travail d’Audrey s’insère donc dans ce combat historique du peuple chagossien. Elle explore, à travers son travail artistique, cette histoire douloureuse en abordant des thématiques telles que l’identité nationale, la mémoire collective etc. Une de ses principales œuvres - “Matter Out of Place”-, revient sur ce pan dramatique de l'Histoire : le déplacement forcé, entre 1968 et 1973, des populations chagossiennes. Audrey a également travaillé sur Chagossians of Manchester, un projet d’ateliers artistique, engagé socialement, et construit - par et pour- la communauté chagossienne vivant actuellement à Wythenshawe en Angleterre.
A l’image de ce projet, il est primordial que les Chagossiens puissent se saisir eux-mêmes de leur Histoire et qu’on respecte leur droit à l’autodétermination de leur futur, sans que Maurice devienne le prochain colon de l’archipel. Comme le dit, si justement, la plateforme “Chagossian Voices” :

We were honoured to speak with Audrey Albert, a Mauritian artist with Chagossian origins and our second guest on the Island Pieces’ podcast. In today's newsletter, we will be providing some background on the Chagos Archipelago and their struggle for self-governance and sovereignty as a complementary source to our latest podcast episode. During this conversation, Audrey, who is currently based in Manchester, addresses various issues: the intersection of multiple identities, racism, discrimination, but also collective memory and solidarity, elements that she explored in depth through her artistic work. To better understand the work that Audrey is doing and its powerful impact, we will embark on a historical trip to the Chagos Archipelago. Despite an ongoing struggle that has been building up for decades, it has not garnered enough attention until fairly recently. The plight of the Chagossian people dates back to the early days of decolonisation in Mauritius.
The Chagos Archipelago was occupied by the French as early as the 18th century. The first inhabitants of these islands were enslaved populations forcibly brought over from Madagascar, Mozambique, and Senegal by the French colonisers to cultivate coconut plantations. This French control was short-lived, as control of Mauritius and the Chagos Archipelago was transferred to the British Empire in 1814 through the Treaty of Paris. The Chagossian people continued to inhabit the archipelago for two centuries and developed their own language and culture.
However, during the decolonisation period in the 1960s and 1970s, the British Empire and the Americans agreed to build a military base on Diego Garcia, the largest island in the archipelago. Diego Garcia was then part of Mauritius. England then created a new entity: the "British Indian Ocean Territory" (BIOT), effectively separating Chagos and Mauritius. Furthermore, between 1965 and 1973, the British forcibly expelled all 1500 Chagossians from Diego Garcia, as well as the other islands such as Peros Banhos. This displacement was carried out without involving the Chagossian people at any step of the decision process. In his book “The Last Colony”, Philippe Sands writes: “In the 1970s, Britain paid £3 million in compensation to Mauritius for “loss of sovereignty" over the islands. Four years later, a further £650,000 was made available for the resettlement of ‘persons displaced’.” Mrs. Liseby Elysé, the protagonist of Sands’ book, received a grand total of £1300 in the decade following her deportation, then received a bigger sum of Rs. 36,900 (around £1900) in 1984.
Since then, the Chagossian people have been displaced to Mauritius or the Seychelles, and some of them made their way to the UK. They have been deprived of their land and their history. In Mauritius, the Chagossian population quickly fell into a precarious socio-economic situation and faced heavy discrimination.
Unfortunately, the situation hasn’t improved much since then. A United Nations report from 2021 points out that Chagossians are still not recognized in the Mauritian Constitution. They are disproportionately affected by poverty and suffer from limited access to employment, healthcare, housing, and education. According to the same report, they live in the most polluted areas of Mauritius, where the drainage and sewerage systems are deficient or non-existent - meaning that they are more likely to develop health problems. Moreover, in Mauritius, systemic racism against people of African descent is widespread, mainly due to the history of slavery and institutionalised ethnic groupings in the country. According to the same report, Chagossians suffer from a twofold discrimination: as Afro-descendants but also as members of a displaced, exiled group.
Where do we stand today on the Chagos front? In recent decades, many initiatives by the exiled Chagossian population, to shine light on their plight and struggle, have emerged and are still ongoing today. This work led to the 2019 decision of the International Court of Justice that officially demanded the departure of the British from this territory and the recognition of Mauritius' sovereignty over Chagos. In addition, in November 2022, the Mauritian Prime Minister announced that negotiations would take place with London regarding the fate of these islands and their exiled population.
Audrey's work is part of the historical struggle of the Chagossian people. Through her artistic work, she explores this painful history by addressing themes such as national identity, collective memory, and more. One of her main works - "Matter Out of Place" - revisits this dramatic part of history: the forced displacement of the Chagossian population between 1968 and 1973. Audrey has also worked on "Chagossians of Manchester", a socially engaged artistic workshop project built by and for the Chagossian community currently living in Wythenshawe, England.
Much like Audrey’s work that centres Chaggosians’ narratives by them and for them, it is crucial that Chagossians’ right to self-determination is upheld, without Mauritius becoming the next coloniser of the archipelago. As the "Chagossian Voices" collective points out:
"No binding decisions about the future of the Chagos Islands can be made without the democratic consent of the Chagossians, who have always been excluded from decisions concerning their future and the future of their islands - including at the ICJ in 2019. This must never happen again."
