Tax hikes are not popular anywhere in the world. In Japan they've hindered economic growth. And yet, Tokyo announced an increase in the sales tax on Tuesday. The government says it's necessary to rein in the world's largest debt. But as Sibel Karkus reports, the hike comes at a bad time.
