Jenn Racca: Breaking Down the Budget

Metro Councilwoman Jenn Racca joins the show to discuss the newly proposed budget, emphasizing transparency and dispelling misinformation about its timing relative to the Thrive vote. She clarified that the budget’s release follows a set governmental schedule and was not strategically timed. The budget, over 500 pages long, contains significant changes and requires thorough review. One of the most impactful elements is the 11% cut to constitutional offices, which Racca opposes but acknowledges may be unavoidable given fiscal constraints.

Of the 422 job cuts announced, 200 are frozen positions being eliminated without affecting current employees. However, 222 active positions will be permanently cut, not furloughed. Racca noted that many departments have already faced 20% reductions over two years, indicating that budget trimming has moved from eliminating excess to cutting essential services.

She highlighted that constitutional offices like the DA’s office and public defender’s office will face separate layoffs. The public defender’s funding will drop from $1.3 million to $855,000—a 21–22% cut. Other outside agencies, including truancy programs, domestic violence centers, and youth services, are also facing deep cuts. For example, the EBR truancy assessment program’s budget was halved, which Racca fears could lead to increased property crimes in her district due to unaddressed youth issues.

While some programs like the food bank and veterans services remain untouched due to state mandates, others like Live After Five, O’Brien House, and Big Buddy face reductions. Racca acknowledged the challenge of distinguishing between wants and needs, noting that some “wants” provide significant community value and indirect returns. Despite efforts to find efficiencies and reallocate funds, the budget’s impact will be deeply felt across many vital services, and she stressed that these decisions ultimately reflect the will of the people.
